Katie Seward serves as the Health Commissioner for the Tuscarawas County Combined General Health District, a role she has proudly held since her appointment in 2014. A dedicated public health professional, she graduated from the University of Mount Union in 2008 before earning her Master of Public Health (MPH) from The Ohio State University in 2010. Seward is now enhancing her expertise by pursuing an MBA in Leadership and Innovation at her first alma mater. Her diverse experience includes positions at Licking Memorial Hospital and Walt Disney World, positioning her uniquely to lead transformative health initiatives that inspire and empower communities.

Angela Frantz

Angela Frantz brings a wealth of experience to her role as the Director of Administrative Services at the Tuscarawas County Health Department. Frantz, a Kent State Tuscarawas alumnus with a BA in Psychology (2007) started her career in at TCHD 2015. Angela quickly evolved from a Medical Records Clerk to a multifaceted leader, overseeing vital human resource functions and administrative operations. With roles ranging from Environmental Health Service Coordinator to Clinic Coordinator, her proactive approach has been integral in enhancing service efficiencies and fulfilling community health needs. Angela is dedicated to driving innovation in public health administration while fostering a collaborative and supportive environment.

Jennifer Demuth serves as the Director of Promotion and Community Relations at the Tuscarawas County Health Department.
Demuth has extensive experience in healthcare marketing, grant writing and project evaluating, and public relations. She served as Grant & Marketing Coordinator at Trinity Hospital Twin City (Dennison, Ohio) for 22 years where she wrote and managed 8 Federal Health Resources and Services Administration (HRSA) grant projects.
Demuth serves actively on the Healthy Tuscarawas and Access Tuscarawas health and social service consortiums and as a board member for the Alcohol Drug Addiction and Mental Health Services Board (ADAMHS) that serves Tuscarawas and Carroll Counties. She graduated magna cum laude with a Bachelor of Science Degree in Communications and a specialization in Health & Human Services from Ohio University in June 1998.

Loretta Pinchek has worked for the Tuscarawas County Health Department since May 1998. She began her career in the Department's medical records department. Pinchek became an office manager in 2000 and the Director of Medical Records in 2003.
In 2012, Pinchek was named the Vital Statistics Registrar for the Health Department. Prior to working in public health, Pinchek worked in two local private medical offices.

Michael Kopko graduated from Ohio University in 2016 with a Bachelor of Science in Geological Science. He began his career with the Tuscarawas County Health Department as an Environmental Health Specialist-in-Training in August 2016 and has worked in numerous programs including Food Safety, Water Quality, and Solid Waste. He became a Registered Environmental Health Specialist in 2018. Kopko was promoted to Interim Director of Environmental Health in February 2022 and appointed as Director in August 2022.

Amy Kaser is a 1983 graduate of Conotton Valley High School and a 1986 graduate of the Massillon Community Hospital School of Nursing. She has experience in intensive care nursing, home health nursing. Kaser is a former Director of Nursing for long term care and has worked for the Area Agency on Aging.

Chelsea Martin, BSN, RN

Chelsea Martin is a 2011 graduate of Newcomerstown High School and received her nursing degree through Kent State University at Tuscarawas. She worked as a medical/telemetry nurse at Southeastern Med hospital in Cambridge prior to coming to the Health Department. Martin joined the Tuscarawas County Health Department in 2018 and has worked as the Communicable Disease Nurse, Bureau for Children with Medical Handicaps public health nurse, and the case manager for both the childhood lead poisoning prevention program and perinatal hepatitis B prevention program.
Martin currently serves as the Clinical Coordinator for the department’s medical clinic, assists with the reproductive health and immunization grants, and is the supervisor to the in-house Community Health Worker through Access Tusc’s Bridges to Wellness Program.

Valerie Wilson graduated from Kent State University with a Bachelor of Science Degree in Nutrition and Dietetics. Wilson earned a Master of Science degree in Public Health Nutrition with a specialty in Maternal and Child Nutrition and completed an approved dietetic internship from Case Western Reserve University. Wilson began her career with the Indiana WIC Program, and in August of 1999 Wilson returned to the area and started working as a registered dietitian nutritionist with the Tuscarawas County Health Department WIC Program. She is also a Certified Lactation Consultant.

Natasha Yonley serves as the Director of Prevention Services. She has worked in public health for almost nine (9) years. For her undergraduate degree, Yonley attended the Ohio State University and majored in Biology. Yonley graduated from the University of Akron with her Master of Public Health in 2014. Yonley has her certification in the following: Certification in Public Health (CPH), Certified Health Education Specialist (CHES) and Certificate in Health Literacy Specialist. Yonley previously was the emergency preparedness coordinator for the Tuscarawas County Health Department and was promoted to interim Director of Prevention in November 2020, and then to Director of Prevention in July 2021. Over the past three years since becoming Director in 2021 the Bureau of Prevention Services has tripled in size – now the bureau houses six public health educators and one epidemiologist.
