Katie Seward, MPH, MBA
Health Commissioner

Katie Seward is the Health Commissioner for the Tuscarawas County Health Department (TCHD) a position she has embraced since her appointment in 2014. With a strong commitment to public health, she completed her undergraduate studies at the University of Mount Union in 2008 and went on to receive her Master of Public Health (MPH) from The Ohio State University in 2010. Additionally, Seward obtained a Master in Business Administration (MBA) with a concentration in Leadership and Innovation from the University of Mount Union in October of 2025.  Her varied background includes roles at Licking Memorial Hospital and Walt Disney World, equipping her with a unique perspective to spearhead impactful health initiatives that motivate and uplift communities.

Jeff Cameron, MD
Medical Director

Dr. Jeff Cameron is a lifelong resident of Ohio.   He graduated from Youngstown State University and obtained his M.D. from Northeastern Ohio Universities College of Medicine.    He completed a residency in Emergency Medicine at Akron City Hospital followed by a fellowship in Administrative Medicine at Miami Valley Hospital in Dayton, OH.  He is board certified in emergency medicine by the American Board of Emergency Medicine.
​
He founded EmergiMed, Inc., an emergency medicine physician corporation, in 1990 and served as president until his retirement in 2023.   He also founded Marietta EmergiMed in 1993 and served as its president until 2006. In addition to his administrative duties, he worked full time as an emergency medicine physician for 37 years. Dr. Cameron was appointed Tuscarawas County Coroner in 2017 and continues to serve in this role.
He was honored as Tuscarawas County Chamber of Commerce Citizen of the Year in 2009.

Angela Frantz
Director of Administrative Services

Angela Frantz brings extensive expertise to her position as the Director of Administrative Services at the Tuscarawas    County Health Department. A proud graduate of Kent State Tuscarawas with a BA in Psychology (2007), she began her journey at TCHD in 2015. Angela swiftly progressed from a Medical Records Clerk to a dynamic leader, managing essential human resource functions and administrative tasks. Her experience spans roles such as Environmental Health Service Coordinator and Clinic Coordinator, where her proactive mindset has played a crucial role in improving service efficiency and addressing community health needs. Angela is committed to promoting innovation in public health administration while creating a collaborative and supportive atmosphere.

Jennifer Demuth, BSC
Director of Health Promotion & Community Relations

Jennifer Demuth is the Director of Promotion and Community Relations at the Tuscarawas County Health Department. With a wealth of experience in healthcare marketing, grant writing, project evaluation, and public relations, Demuth previously held the position of Grant & Marketing Coordinator at Trinity Hospital Twin City in Dennison, Ohio, for 22 years. During her tenure, she successfully wrote and managed eight Federal Health Resources and Services Administration (HRSA) grant projects.

​In addition to her role at the health department, Demuth is actively involved in the Healthy Tuscarawas and Access Tuscarawas health and social service consortiums. She also serves as a board member for the Alcohol Drug Addiction and Mental Health Services Board (ADAMHS), which supports Tuscarawas and Carroll Counties. Demuth earned her Bachelor of Science Degree in Communications, specializing in Health & Human Services, graduating magna cum laude from Ohio University in June 1998.

Loretta Pinchek
Director of Information Services / Vital Statistics Registrar

Loretta Pinchek has been a part of the Tuscarawas County Health Department since May 1998. She started her journey in the medical records department and took on the role of office manager in 2000.

​By 2003, she advanced to become the Director of Medical Records. In 2012, she was appointed as the Vital Statistics Registrar for the Health Department. Before her time in public health, Pinchek gained experience working in two local private medical offices.

Caroline Terakedis, BS, REHS
​Director of Environmental Health Services

Caroline Terakedis, BS, REHS, serves as the Director of the Bureau of Environmental Health. With 25 years of experience in public health, she has developed a comprehensive understanding of the field. Caroline earned her degree in Microbiology from the University of Akron. Her professional background includes 16 years at Summit County Public Health, 6 years at the Tuscarawas County Health Department, and experience with the Stark County Sanitary Engineer's office.

​Her extensive work across various facets of environmental health equips her with significant expertise for her current position. As the Environmental Health department continues to expand, she is eager to maintain her commitment to the community, upholding the highest standards of professionalism and safeguarding public health.

Michael Kopko, BS, REHS
Environmental Health Operations Administrator

​Michael Kopko, REHS, graduated from Ohio University in 2016 with a Bachelor of Science in Geological Science. He began his career with the Tuscarawas County Health Department as an Environmental Health Specialist-in-Training in August 2016 and has worked in numerous programs including Food Safety, Water Quality, and Solid Waste. He became a Registered Environmental Health Specialist in 2018. Kopko was promoted to Interim Director of Environmental Health in February 2022 and appointed as Director in August 2022. In 2024, Kopko assumed the role of Environmental Health Operations Administrator with the Department.

Amy Kaser, RN
Director of Nursing
Picture
Amy Kaser graduated from Conotton Valley High School in 1983 and completed her nursing education at the Massillon Community Hospital School of Nursing in 1986. She has a background in intensive care and home health nursing. Additionally, Kaser has served as the Director of Nursing in long-term care and has been involved with the Area Agency on Aging.

Bureau of Maternal and Child Health Services

Valerie Wilson, MS, RDN, LD, CLC
Director of Maternal & Child Health Services and WIC
Picture
Valerie Wilson completed her Bachelor of Science in Nutrition and Dietetics at Kent State University. She then pursued a Master of Science in Public Health Nutrition, focusing on Maternal and Child Nutrition, and finished an accredited dietetic internship at Case Western Reserve University. Valerie kicked off her professional journey with the Indiana WIC Program, and in August 1999, she came back to the area to work as a registered dietitian nutritionist for the Tuscarawas County Health Department WIC Program. Additionally, she holds certification as a Lactation Consultant.

Natasha Yonley, MPH, CPH, CHES
Director of Prevention Services

Natasha Yonley is the Director of Prevention Services, bringing nearly nine years of experience in public health to her role. She earned her undergraduate degree in Biology from Ohio State University and completed her Master of Public Health at the University of Akron in 2014. Yonley holds several certifications, including Certification in Public Health (CPH), Certified Health Education Specialist (CHES), and a Certificate in Health Literacy Specialist. Before her current position, she served as the emergency preparedness coordinator for the Tuscarawas County Health Department. She was appointed as the interim Director of Prevention in November 2020 and officially became the Director in July 2021. Since taking on this leadership role, the Bureau of Prevention Services has expanded significantly, now comprising six public health educators and one epidemiologist.
