Alcohol and Addiction Program (AAP)
We are an outpatient chemical dependency treatment program. Prior to being placed in a treatment program, individuals must complete all intake documentation and a chemical dependency assessment. Our sliding scale fees for these service are based on family size and income. Upon completion of the assessment, the individual will develop a treatment plan including their personal treatment goals with assistance from a chemical dependency counselor. We offer multiple levels of care ranging from education and prevention to intensive outpatient programming. The level of care an individual is referred for is based on the diagnostic assessment. In addition to treatment, we do urine screens unless prior arrangements have been made with someone from the alcohol and addiction program.
We offer crisis services to those in need during regular business hours Monday thru Friday 8:00am to 4:00pm.
Before and after regular business hours crisis clients are referred to the Crisis Center at Community Mental Health (330) 343-1811.

Free Patient Navigator Alison Laughlin is a Healthcare Navigator who works under the Ohio Association of Free Clinics through a grant from the Ohio Food Banks. Alison is on site at the Tuscarawas County Health Department on Tuesday mornings from 9-12. She provides free services to individuals who need help applying for, selecting, and understanding medical insurance. Some of the services she offers include education on Medicaid, Marketplace, and private/employer insurance plans, navigating Healthcare.gov, access to providers, and how to use health insurance. It is important to note that while Medicaid enrollment is open all year, the open enrollment for Marketplace is November 1st – January 15th. In the case of a qualifying life event, you can sign up for health insurance through the Marketplace outside of the open enrollment window. Alison works to make this process less complicated by completing the application for the client during their scheduled appointment. Appointments usually take an hour, however, more complex situations may take longer. Her goal with every client is to help them make the best health insurance decision possible, based on their specific needs. Appointments can be scheduled by calling Deb Brindel at 330-343-5555 x100.
